Form delay in biometric data launch

The launch of biometric registration in the state, scheduled for Friday, is likely to be delayed by at least a week as the Know Your Resident (KYR+) forms are yet to arrive in Patna from the ministry of home affairs (MHA).

Biometric registration under the National Population Register (NPR) scheme is the second step before the Unique Identification Authority of India issues a person the Aadhaar number. In Bihar, the launch date of February 15 for the registration was a delay of two-and-a-half months from the target set by the MHA.

The directorate of census operations, Bihar, and the state government has decided to start the biometric registration process with only the urban areas of 13 districts ' Patna, Arwal, Nalanda, Gopalganj, Rohtas, Vaishali, Sheohar, West Champaran, Darbhanga, Saharsa, Kishanganj, Katihar and Sheikhpura.

However, around 2 crore KYR+ forms which are to be filled and submitted by residents for the process are still to arrive in the state capital from New Delhi. They are expected to reach in two to three days, said officials. Then they would be distributed to the districts. Apart from the usual KYR data, the registrar records additional resident data such as family details or above poverty line and below poverty line details as part of the KYR+ data. Officials of the directorate of census operations claimed inability to get dates from the governor's office to inaugurate the process as another reason for the delay. "The KYR+ forms have been despatched by the ministry of home affairs and are expected to reach Patna in two to three days. We would distribute them across 13 districts from where the process would start. We had also gone to the governor's office on Tuesday to get dates for the launch but since he is not in the state at present, we were not given any assurance," said a senior officer at the census directorate.

Even if the process starts with an approximate delay of a week, residents of Patna town area could have to wait longer for their biometric registration. Patna Municipal Corporation, which has been assigned the responsibility to conduct the biometric registration for the Patna urban area, has expressed its inability to effectively contribute to the process till the end of the 2012-13 fiscal.

The PMC, and the 12 district administrations, are responsible for setting up biometric registration camps, appointing enumerators and ensuring law and order.
