Union Minister for Communications and IT Kapil Sibal on Monday inaugurated the Specific Absorption Rate (SAR) lab, which will audit the SAR values of mobile phones and the Next Generation Network (NGN) lab in the Telecommunication Engineering Centre (TEC).
