Former chief justice of India, Jagdish Sharan Verma said that poor governance is responsible for incidents of crime against women. The central government had constituted a three-member committee, headed by Verma, to suggest amendment in laws to provide speedy justice and tougher laws for crimes against women, in the aftermath of the assault on the 23-year-old on the night of December 16, 2012. Referring to the incident, Verma said that it clearly shows the poor maintenance of law and order as the preventable measures were not in place. Talking about the recommendations made by the committee, Verma said that the suggestions for reform in anti-rape laws are an upgradation of the existing laws, which require swift implementation.
