The Bharatiya Janata Party (BJP) today alleged that the Congress-led UPA Government is making all attempts to lure the people of the country ahead of the 2014 general elections through "lollypops" like the Cash Transfer Scheme, and added that the Centre has now realised that it cannot approach voters with its failures.
